我以前也遇到这一个问题，后来百度，找到了解决方案。

亲身试验，确实可行。

1、修改hosts

    hosts在“C:\Windows\System32\drivers\etc\hosts”目录下。

    添加如下代码：

127.0.0.1 localhost#Google主页203.208.46.146 www.google.com#这行是为了方便打开Android开发官网 现在好像不×××也可以打开74.125.113.121 developer.android.com#更新的内容从以下地址下载203.208.46.146 dl.google.com203.208.46.146 dl-ssl.google.com****************************************

2、点SKD左上角的Tools --> Options...

3、将下面Others的 Force https://... 钩钩勾上。

4、然后关掉SDK Manager，重新打开，就可以了。
